Exeter's "sterilized" Halloween

A wonderful message about Halloween: kids should be a little mischievous. It's fun. It's part of growing up, learning, facing fears, and making mistakes.

What do we get instead? Official trick-or-treating hours, given to us from on high and a map of sex offenders on Patch. I wonder if former police chief--now cushu security director--Richard Kane is imposing increased security theater at the local schools.
