I don't know him, but his speech at the BS meeting isn't satisfying. He wants to hire more personnel for an already bloated department and expand the public relations storm that Kane (what will his pension be again?) initiated. He wants to build community ties between the tax consumers and the tax payers.
What does it meant to "protect the quality of life in Exeter"? As far as I've seen, it means to micromanage people's behavior, to give parking tickets overnight in winter even when there is no chance of snow, to set up speed traps all over town, to pit police against motorists by having the former "hunt" the latter to earn a commendation for catching DUI drivers, and to allow detectives to pick up their dry cleaning in tax-funded cars. I guess the quality of life for the police is great. But, for the rest of us, we'll continue to be assumed to be criminals.
Tell me, Mr. Shupe, would you obey and unjust law? Would you reprimand officers who disobey unjust laws?
