Just like Dan "beautify my storefront" Chartrand has used the taxpayer largesse for new sidewalks in front of his store, so too does a Portsmouth politician want to benefit at the taxpayer expense. If Mr. Denton wants a dog park, he should raise the money voluntarily and not expropriate the hapless taxpayer. If he can't raise the money voluntarily, this is evidence that people don't agree with him.
(Incidentally, I would pay to have a nearby dog park in Exeter, which I currently view as not being dog friendly. However, I would absolutely not force my neighbor to pay for it.)
