Local government "teeth": Kittery edition

Outside of the the Exeter Rulers' teeth, Kittery too is bearing its fangs. The police department there claims the authority to steal your care should you have "enough" (defined according to their own say-so) unpaid parking tickets.

Suppose we are really general and say that there are $2000 in unpaid parking tickets against a $10,000 car. That's a 5:1 extortion rate. And, without a car, a person might not be able to get to work.

Conclusion: according to the government, any government, it's your wallet or your life (or maybe sometimes your wallet and your life). We don't need no stinkin' rulers.
