Exeter PD can't direct traffic?

With all the fancy make-work tax-funded construction on Winter St., I was surprised to see a Sheriff's uniform directing traffic. I thought only the "important" things were delegated from EPD. But, then I saw the terrible job being done by what is currently happening on Epping Rd. (by the way: AVOID).

If only private entrepreneurs were allowed to produce roads. They would be cheaper and better than anything we have now.
