We're supposed to accept these pieces of paper as money, i.e., as the general medium of exchange. Yet, EPD does not accept cash payments. Why? I can think of two possibilities. One is that there is bureaucratic ignorance/corruption in handling cash money. The other, is more provocative: EPD wants to impose an extra barrier for you when you want to purchase certain permission slips. Either way, something is off here.
